Q2 pt b

For the summary statistics, I've just pulled up all the sum tables, and then used "count if var>=0" for each variable to make sure that matches the number of total observations. Is this an ok way to find if there's any missing values?

It seems like you are on the right track.  There are numerous ways to find whether wage, educ, and exper have missing values, but so long as you use a suitable command and from the output window it is clear how you know there are no missing values for these variables, then you should be ok.
When the question states that your answer should be based on STATA commands, as an example, it would mean that searching through the browse window for missing values under these three variables would be unacceptable.
